Double and bordered \$α\$-circulant self-dual codes over finite commutative chain rings

In this paper we investigate codes over finite commutative rings R, whose generator matrices are built from \$α\$-circulant matrices. For a non-trivial ideal I<R we give a method to lift such codes over R/I to codes over R, such that some isomorphic copies are avoided. For the case where I is the minimal ideal of a finite chain ring we refine this lifting method: We impose the additional restriction that lifting preserves self-duality. It will be shown that this can be achieved by solving a linear system of equations over a finite field. Finally we apply this technique to Z_4-linear double nega-circulant and bordered circulant self-dual codes. We determine the best minimum Lee distance of these codes up to length 64.
New upper bounds on binary linear codes and a $\mathbb Z_4$-code with a better-than-linear Gray image

Using integer linear programming and table-lookups we prove that there is no binary linear $[1988, 12, 992]$ code. As a by-product, the non-existence of binary linear codes with the parameters $[324, 10, 160]$, $[356, 10, 176]$, $[772,11,384]$, and $[836,11,416]$ is shown. Our work is motivated by the recent construction of the extended dualized Kerdock code $\hat{\mathcal{K}}^*_{6}$, which is a $\mathbb{Z}_4$-linear code having a non-linear binary Gray image with the parameters $(1988,2^{12},992)$. By our result, the code $\hat{\mathcal{K}}^*_{6}$ can be added to the small list of $\mathbb{Z}_4$-codes for which it is known that the Gray image is better than any binary linear code.
Algebraic structures of MRD Codes

Based on results in finite geometry we prove the existence of MRD codes in (F_q)_(n,n) with minimum distance n which are essentially different from Gabidulin codes. The construction results from algebraic structures which are closely related to those of finite fields. Some of the results may be known to experts, but to our knowledge have never been pointed out explicitly in the literature.
Large Sets of $t$-Designs over Finite Fields

A $t\text{-}(n,k,λ;q)$-design is a set of $k$-subspaces, called blocks, of an $n$-dimensional vector space $V$ over the finite field with $q$ elements such that each $t$-subspace is contained in exactly $λ$ blocks. A partition of the complete set of $k$-subspaces of $V$ into disjoint $t\text{-}(n,k,λ;q)$ designs is called a large set of $t$-designs over finite fields. In this paper we give the first nontrivial construction of such a large set with $t\ge2$.
Existence of $q$-Analogs of Steiner Systems

Let $\F_q^n$ be a vector space of dimension $n$ over the finite field $\F_q$. A $q$-analog of a Steiner system (briefly, a $q$-Steiner system), denoted $S_q[t,k,n]$, is a set $S$ of $k$-dimensional subspaces of $\F_q^n$ such that each $t$-dimensional subspace of $\F_q^n$ is contained in exactly one element of $S$. Presently, $q$-Steiner systems are known only for $t=1$, and in the trivial cases $t = k$ and $k = n$. Invthis paper, the first nontrivial $q$-Steiner systems with $t >= 2$ are constructed. Specifically, several nonisomorphic $q$-Steiner systems $S_2[2,3,13]$ are found by requiring that their automorphism groups contain the normalizer of a Singer subgroup of $\GL(13,2)$. This approach leads to an instance of the exact cover problem, which turns out to have many solutions.

q-Steiner Systems Do Exist
In this paper we give the first construction of a q-analog of a Steiner system. Using a computer search we found at least 26 q-Steiner Systems S_2[2,3,13] admitting the normalizer of a singer cycle as a group of automorphisms.

On the minimum diameter of plane integral point sets
Since ancient times mathematicians consider geometrical objects with integral side lengths. We consider plane integral point sets $\mathcal{P}$, which are sets of $n$ points in the plane with pairwise integral distances where not all the points are collinear. The largest occurring distance is called its diameter. Naturally the question about the minimum possible diameter $d(2,n)$ of a plane integral point set consisting of $n$ points arises. We give some new exact values and describe state-of-the-art algorithms to obtain them. It turns out that plane integral point sets with minimum diameter consist very likely of subsets with many collinear points. For this special kind of point sets we prove a lower bound for $d(2,n)$ achieving the known upper bound $n^{c_2\log\log n}$ up to a constant in the exponent. A famous question of Erdős asks for plane integral point sets with no 3 points on a line and no 4 points on a circle. Here, we talk of point sets in general position and denote the corresponding minimum diameter by $\dot{d}(2,n)$. Recently $\dot{d}(2,7)=22 270$ could be determined via an exhaustive search.
