Explicit RIP matrices: an update

Leveraging recent advances in additive combinatorics, we exhibit explicit matrices satisfying the Restricted Isometry Property with better parameters. Namely, for $\varepsilon=3.26\cdot 10^{-7}$, large $k$ and $k^{2-\varepsilon} \le N\le k^{2+\varepsilon}$, we construct $n \times N$ RIP matrices of order $k$ with $k = Ω( n^{1/2+\varepsilon/4} )$.
Cycle type of random permutations: A toolkit

We prove a number of results, new and old, about the cycle type of a random permutation on S_n. Underlying our analysis is the idea that the number of cycles of size k is roughly Poisson distributed with parameter 1/k. In particular, we establish strong results about the distribution of the number of cycles whose lengths lie in a fixed but arbitrary set I. Our techniques are motivated by the theory of sieves in number theory.
Sets whose differences avoid squares modulo m

We prove that if $\varepsilon(m)\to 0$ arbitrarily slowly, then for almost all $m$ and any $A\subset\mathbb{Z}_m$ such that $A-A$ does not contain non-zero quadratic residues we have $|A|\leq m^{1/2-\varepsilon(m)}.$
Divisibility of the central binomial coefficient $\binom{2n}{n}$

We show that for every fixed $\ell\in\mathbb{N}$, the set of $n$ with $n^\ell|\binom{2n}{n}$ has a positive asymptotic density $c_\ell$, and we give an asymptotic formula for $c_\ell$ as $\ell\to \infty$. We also show that $\# \{n\le x, (n,\binom{2n}{n})=1 \} \sim cx/\log x$ for some constant $c$. One novelty is a method to capture the effect of large prime factors of integers in general sequences.
Equal sums in random sets and the concentration of divisors

We study the extent to which divisors of a typical integer $n$ are concentrated. In particular, defining the Erdős-Hooley $Δ$-function by $Δ(n) := \max_t \# \{d | n, \log d \in [t,t+1]\}$, we show that $Δ(n) \geq (\log \log n)^{0.35332277\dots}$ for almost all $n$, a bound we believe to be sharp. This disproves a conjecture of Maier and Tenenbaum. We also prove analogs for the concentration of divisors of a random permutation and of a random polynomial over a finite field.
Most of the paper is devoted to a study of the following much more combinatorial problem of independent interest. Pick a random set $A \subset \mathbb{N}$ by selecting $i$ to lie in $A$ with probability $1/i$. What is the supremum of all exponents $β_k$ such that, almost surely as $D \rightarrow \infty$, some integer is the sum of elements of $A \cap [D^{β_k}, D]$ in $k$ different ways?
We characterise $β_k$ as the solution to a certain optimisation problem over measures on the discrete cube $\{0,1\}^k$, and obtain lower bounds for $β_k$ which we believe to be asymptotically sharp.
Permutations contained in transitive subgroups

In the first paper in this series we estimated the probability that a random permutation $π\in\mathcal{S}_n$ has a fixed set of a given size. In this paper, we elaborate on the same method to estimate the probability that $π$ has $m$ disjoint fixed sets of prescribed sizes $k_1,\dots,k_m$, where $k_1+\cdots+k_m=n$. We deduce an estimate for the proportion of permutations contained in a transitive subgroup other than $\mathcal{S}_n$ or $\mathcal{A}_n$. This theorem consists of two parts: an estimate for the proportion of permutations contained in an imprimitive transitive subgroup, and an estimate for the proportion of permutations contained in a primitive subgroup other than $\mathcal{S}_n$ or $\mathcal{A}_n$.
Invariable generation of the symmetric group

We say that permutations $π_1,\dots, π_r \in \mathcal{S}_n$ invariably generate $\mathcal{S}_n$ if, no matter how one chooses conjugates $π'_1,\dots,π'_r$ of these permutations, $π'_1,\dots,π'_r$ generate $\mathcal{S}_n$. We show that if $π_1,π_2,π_3$ are chosen randomly from $\mathcal{S}_n$ then, with probability tending to 1 as $n \rightarrow \infty$, they do not invariably generate $\mathcal{S}_n$. By contrast it was shown recently by Pemantle, Peres and Rivin that four random elements do invariably generate $\mathcal{S}_n$ with positive probability. We include a proof of this statement which, while sharing many features with their argument, is short and completely combinatorial.
Permutations fixing a k-set

Let $i(n,k)$ be the proportion of permutations $π\in\mathcal{S}_n$ having an invariant set of size $k$. In this note we adapt arguments of the second author to prove that $i(n,k) \asymp k^{-δ} (1+\log k)^{-3/2}$ uniformly for $1\leq k\leq n/2$, where $δ= 1 - \frac{1 + \log \log 2}{\log 2}$. As an application we show that the proportion of $π\in\mathcal{S}_n$ contained in a transitive subgroup not containing $\mathcal{A}_n$ is at least $n^{-δ+o(1)}$ if $n$ is even.
Long gaps between primes

Let $p_n$ denotes the $n$-th prime. We prove that $$\max_{p_{n+1} \leq X} (p_{n+1}-p_n) \gg \frac{\log X \log \log X\log\log\log\log X}{\log \log \log X}$$ for sufficiently large $X$, improving upon recent bounds of the first three and fifth authors and of the fourth author. Our main new ingredient is a generalization of a hypergraph covering theorem of Pippenger and Spencer, proven using the Rödl nibble method.
