Cyclotomic construction of $λ$-fold near-factorizations of cyclic groups
The study of near-factorizations of finite groups dates back to the 1950s. Recently, this topic has attracted renewed attention, and the concept has been extended to $λ$-fold near-factorizations, in which each non-identity group element appears exactly $λ\ge 1$ times. This paper presents a cyclotomic construction of $λ$-fold near-factorizations in the cyclic group $\mathbb{F}_p$, where $p = 4n^4 + 12n^2 + 1$ is prime for $n \ge 1$.
Hadamard matrices related to a certain series of ternary self-dual codes

In 2013, Nebe and Villar gave a series of ternary self-dual codes of length $2(p+1)$ for a prime $p$ congruent to $5$ modulo $8$. As a consequence, the third ternary extremal self-dual code of length $60$ was found. We show that the ternary self-dual code contains codewords which form a Hadamard matrix of order $2(p+1)$ when $p$ is congruent to $5$ modulo $24$. In addition, it is shown that the ternary self-dual code is generated by the rows of the Hadamard matrix. We also demonstrate that the third ternary extremal self-dual code of length $60$ contains at least two inequivalent Hadamard matrices.
Cyclic arcs of Singer type and strongly regular Cayley graphs over finite fields

In \cite{M18}, the first author gave a construction of strongly regular Cayley graphs on the additive group of finite fields by using three-valued Gauss periods. In particular, together with the result in \cite{BLMX}, it was shown that there exists a strongly regular Cayley graph with negative Latin square type parameters $(q^6,r(q^3+1),-q^3+r^2+3r,r^2+r)$, where $r=M(q^2-1)/2$, in the following cases: (i) $M=1$ and $q\equiv 3\,(\mod{4})$; (ii) $M=3$ and $q\equiv 7\,(\mod{24})$; and (iii) $M=7$ and $q\equiv 11,51\,(\mod{56})$. The existence of strongly regular Cayley graphs with the above parameters for odd $M>7$ was left open. In this paper, we prove that if there is an $h$, $1\le h\le M-1$, such that $M\,|\,(h^2+h+1)$ and the order of $2$ in $({\bf Z}/M{\bf Z})^\times$ is odd,then there exist infinitely many primes $q$ such that strongly regular Cayley graphs with the aforementioned parameters exist.
Pure Gauss sums and skew Hadamard difference sets

Chowla~(1962), McEliece~(1974), Evans~(1977, 1981) and Aoki~(1997, 2004, 2012) studied Gauss sums, some integral powers of which are in the field of rational numbers. Such Gauss sums are called {\it pure}. In particular, Aoki (2004) gave a necessary and sufficient condition for a Gauss sum to be pure in terms of Dirichlet characters modulo the order of the multiplicative character involved. In this paper, we study pure Gauss sums with odd extension degree $f$ and classify them for $f=5,7,9,11,13,17,19,23$ based on Aoki's theorem. Furthermore, we characterize a special subclass of pure Gauss sums in view of an application for skew Hadamard difference sets. Based on the characterization, we give a new construction of skew Hadamard difference sets from cyclotomic classes of finite fields.
Powers of Gauss sums in quadratic fields

In the past two decades, many researchers have studied {\it index $2$} Gauss sums, where the group generated by the characteristic $p$ of the underling finite field is of index $2$ in the unit group of ${\mathbb Z}/m{\mathbb Z}$ for the order $m$ of the multiplicative character involved. A complete solution to the problem of evaluating index $2$ Gauss sums was given by Yang and Xia~(2010). In particular, it is known that some nonzero integral powers of the Gauss sums in this case are in quadratic fields. On the other hand, Chowla~(1962), McEliece~(1974), Evans~(1977, 1981) and Aoki~(1997, 2004, 2012) studied {\it pure} Gauss sums, some nonzero integral powers of which are in the field of rational numbers. In this paper, we study Gauss sums, some integral powers of which are in quadratic fields. This class of Gauss sums is a generalization of index $2$ Gauss sums and an extension of pure Gauss sums to quadratic fields.
Cameron-Liebler Line Classes with parameter $x=\frac{(q+1)^2}{3}$

Cameron-Liebler line classes were introduced in \cite{CL}, and motivated by a question about orbits of collineation groups of $\PG(3,q)$. These line classes have appeared in different contexts under disguised names such as Boolean degree one functions, regular codes of covering radius one, and tight sets. In this paper we construct an infinite family of Cameron-Liebler line classes in $\PG(3,q)$ with new parameter $x=(q+1)^2/3$ for all prime powers $q$ congruent to 2 modulo 3. The examples obtained when $q$ is an odd power of two represent the first infinite family of Cameron-Liebler line classes in $\PG(3,q)$, $q$ even.
New constructions of strongly regular Cayley graphs on abelian groups

Davis and Jedwab (1997) established a great construction theory unifying many previously known constructions of difference sets, relative difference sets and divisible difference sets. They introduced the concept of building blocks, which played an important role in the theory. On the other hand, Polhill (2010) gave a construction of Paley type partial difference sets (conference graphs) based on a special system of building blocks, called a covering extended building set, and proved that there exists a Paley type partial difference set in an abelian group of order $9^iv^4$ for any odd positive integer $v>1$ and any $i=0,1$. His result covers all orders of nonelementary abelian groups in which Paley type partial difference sets exist. In this paper, we give new constructions of strongly regular Cayley graphs on abelian groups by extending the theory of building blocks. The constructions are large generalizations of Polhill's construction. In particular, we show that for a positive integer $m$ and elementary abelian groups $G_i$, $i=1,2,\ldots,s$, of order $q_i^4$ such that $2m\,|\,q_i+1$, there exists a decomposition of the complete graph on the abelian group $G=G_1\times G_2\times \cdots\times G_s$ by strongly regular Cayley graphs with negative Latin square type parameters $(u^2,c(u+1),- u+c^2+3 c,c^2+ c)$, where $u=q_1^2q_2^2\cdots q_s^2$ and $c=(u-1)/m$. Such strongly regular decompositions were previously known only when $m=2$ or $G$ is a $p$-group. Moreover, we find one more new infinite family of decompositions of the complete graphs by Latin square type strongly regular Cayley graphs. Thus, we obtain many strongly regular graphs with new parameters.
A new family of Hadamard matrices of order $4(2q^2+1)$
Let $q$ be a prime power of the form $q=12c^2+4c+3$ with $c$ an arbitrary integer. In this paper we construct a difference family with parameters $(2q^2;q^2,q^2,q^2,q^2-1;2q^2-2)$ in ${\mathbb Z}_2\times ({\mathbb F}_{q^2},+)$. As a consequence, by applying the Wallis-Whiteman array, we obtain Hadamard matrices of order $4(2q^2+1)$ for the aforementioned $q$'s.
Generalized constructions of Menon-Hadamard difference sets
We revisit the problem of constructing Menon-Hadamard difference sets. In 1997, Wilson and Xiang gave a general framework for constructing Menon-Hadamard difference sets by using a combination of a spread and four projective sets of type Q in ${\mathrm{PG}}(3,q)$. They also found examples of suitable spreads and projective sets of type Q for $q=5,13,17$. Subsequently, Chen (1997) succeeded in finding a spread and four projective sets of type Q in ${\mathrm{PG}}(3,q)$ satisfying the conditions in the Wilson-Xiang construction for all odd prime powers $q$. Thus, he showed that there exists a Menon-Hadamard difference set of order $4q^4$ for all odd prime powers $q$. However, the projective sets of type Q found by Chen have automorphisms different from those of the examples constructed by Wilson and Xiang. In this paper, we first generalize Chen's construction of projective sets of type Q by using `semi-primitive' cyclotomic classes. This demonstrates that the construction of projective sets of type Q satisfying the conditions in the Wilson-Xiang construction is much more flexible than originally thought. Secondly, we give a new construction of spreads and projective sets of type Q in ${\mathrm{PG}}(3,q)$ for all odd prime powers $q$, which generalizes the examples found by Wilson and Xiang. This solves a problem left open in Section 5 of the Wilson-Xiang paper from 1997.
New constructions of Hadamard matrices

In this paper, we obtain a number of new infinite families of Hadamard matrices. Our constructions are based on four new constructions of difference families with four or eight blocks. By applying the Wallis-Whiteman array or the Kharaghani array to the difference families constructed, we obtain new Hadamard matrices of order $4(uv+1)$ for $u=2$ and $v\in Φ_1\cup Φ_2 \cup Φ_3 \cup Φ_4$; and for $u\in \{3,5\}$ and $v\in Φ_1\cup Φ_2 \cup Φ_3$. Here, $Φ_1=\{q^2:q\equiv 1\pmod{4}\mbox{ is a prime power}\}$, $Φ_2=\{n^4\in \mathbb{N}:n\equiv 1\pmod{2}\} \cup \{9n^4\in \mathbb{N}:n\equiv 1\pmod{2}\}$, $Φ_3=\{5\}$ and $Φ_4=\{13,37\}$. Moreover, our construction also yields new Hadamard matrices of order $8(uv+1)$ for any $u\in Φ_1\cup Φ_2$ and $v\in Φ_1\cup Φ_2 \cup Φ_3$.
Cyclotomy, difference sets, sequences with low correlation, strongly regular graphs, and related geometric substructures

In this paper, we survey constructions of and nonexistence results on combinatorial/geometric structures which arise from unions of cyclotomic classes of finite fields. In particular, we survey both classical and recent results on difference sets related to cyclotomy, and cyclotomic constructions of sequences with low correlation. We also give an extensive survey of recent results on constructions of strongly regular Cayley graphs and related geometric substructures such as $m$-ovoids and $i$-tight sets in classical polar spaces.
Skew Hadamard difference families and skew Hadamard matrices

In this paper, we generalize classical constructions of skew Hadamard difference families with two or four blocks in the additive groups of finite fields given by Szekeres (1969, 1971), Whiteman (1971) and Wallis-Whiteman (1972). In particular, we show that there exists a skew Hadamard difference family with $2^{u-1}$ blocks in the additive group of the finite field of order $q^e$ for any prime power $q\equiv 2^u+1\,({\mathrm{mod\, \, }2^{u+1}})$ with $u\ge 2$ and any positive integer $e$. In the aforementioned work of Szekeres, Whiteman, and Wallis-Whiteman, the constructions of skew Hadamard difference families with $2^{u-1}$ ($u=2$ or $3$) blocks in $({\mathbb F}_{q^e},+)$ depend on the exponent $e$, with $e\equiv 1,2,$ or $3\,({\mathrm{mod\, \, }4})$ when $u=2$, and $e\equiv 1\,({\mathrm{mod\, \, }2})$ when $u=3$, respectively. Our more general construction, in particular, removes the dependence on $e$. As a consequence, we obtain new infinite families of skew Hadamard matrices.
New families of Hadamard matrices with maximum excess
In this paper, we find regular or biregular Hadamard matrices with maximum excess by negating some rows and columns of known Hadamard matrices obtained from quadratic residues of finite fields. In particular, we show that if either $4m^2+4m+3$ or $2m^2+2m+1$ is a prime power, then there exists a biregular Hadamard matrix of order $n=4(m^2+m+1)$ with maximum excess. Furthermore, we give a sufficient condition for Hadamard matrices obtained from quadratic residues being transformed to be regular in terms of four-class translation association schemes on finite fields.
Strongly regular Cayley graphs from partitions of subdifference sets of the Singer difference sets

In this paper, we give a new lifting construction of "hyperbolic" type of strongly regular Cayley graphs. Also we give new constructions of strongly regular Cayley graphs over the additive groups of finite fields based on partitions of subdifference sets of the Singer difference sets. Our results unify some recent constructions of strongly regular Cayley graphs related to $m$-ovoids and $i$-tight sets in finite geometry. Furthermore, some of the strongly regular Cayley graphs obtained in this paper are new or nonisomorphic to known strongly regular graphs with the same parameters.
Construction of strongly regular Cayley graphs based on three-valued Gauss periods

In this paper, we give a construction of strongly regular Cayley graphs on the additive groups of finite fields based on three-valued Gauss periods. As consequences, we obtain two infinite families and one sporadic example of new strongly regular Cayley graphs. This construction can be viewed as a generalization of that of strongly regular Cayley graphs obtained in \cite{BLMX}.
Conference matrices with maximum excess and two-intersection sets
A two-intersection set with parameters $(j;α,β)$ for a block design is a $j$-subset of the point set of the design, which intersects every block in $α$ or $β$ points. In this paper, we show the existence of a two-intersection set with parameters $(2m^2-m+1;m^2-m,m^2)$ for the block design obtained from translations of the set of nonzero squares in the finite field of order $q=4m^2+1$. As an application, we give a construction of conference matrices with maximum excess based on the two-intersection sets.
Upper bounds on the size of transitive subtournaments in digraphs

In this paper, we consider upper bounds on the size of transitive subtournaments in a digraph. In particular, we give an analogy of Hoffman's bound for the size of cocliques in a regular graph. Furthermore, we partially improve the Hoffman type bound for doubly regular tournaments by using the technique of Greaves and Soicher for strongly regular graphs [4], which gives a new application of block intersection polynomials.
A New Infinite Family of Hemisystems of the Hermitian Surface

In this paper, we construct an infinite family of hemisystems of the Hermitian surface $\mathsf{H}(3,q^2)$. In particular, we show that for every odd prime power $q$ congruent to $3$ modulo $4$, there exists a hemisystem of $\mathsf{H}(3,q^2)$ admitting $C_{(q^3+1)/4} : C_3$.
A family of $m$-ovoids of parabolic quadrics

We construct a family of $\frac{(q-1)}{2}$-ovoids of $Q(4,q)$, the parabolic quadric of $\textup{PG}(4,q)$, for $q\equiv 3\pmod 4$. The existence of $\frac{(q-1)}{2}$-ovoids of $Q(4,q)$ was only known for $q=3, 7,$ or $11$. Our construction provides the first infinite family of $\frac{(q-1)}{2}$-ovoids of $Q(4,q)$.Along the way, we also give a construction of $\frac{q+1}{2}$-ovoids in $Q(4,q)$ for $q\equiv 1\pmod 4$.
Three-valued Gauss periods, circulant weighing matrices and association schemes

Gauss periods taking exactly two values are closely related to two-weight irreducible cyclic codes and strongly regular Cayley graphs. They have been extensively studied in the work of Schmidt and White and others. In this paper, we consider the question of when Gauss periods take exactly three rational values. We obtain numerical necessary conditions for Gauss periods to take exactly three rational values. We show that in certain cases, the necessary conditions obtained are also sufficient. We give numerous examples where the Gauss periods take exactly three vlaues. Furthermore, we discuss connections between three-valued Gauss periods and combinatorial structures such as circulant weighing matrices and 3-class association schemes.
