I answer a question from the 1993 International Mathematical Olympiads by constructing an equivalent algebraic problem, and unearth a surprising behaviour of some polynomials over the two-element field.
Coding Theory and Uniform Distributions
In the present paper we introduce and study finite point subsets of a special kind, called optimum distributions, in the n-dimensional unit cube. Such distributions are closely related with known (delta,s,n)-nets of low discrepancy. It turns out that optimum distributions have a rich combinatorial structure. Namely, we show that optimum distributions can be characterized completely as maximum distance separable codes with respect to a non-Hamming metric. Weight spectra of such codes can be evaluated precisely. We also consider linear codes and distributions and study their general properties including the duality with respect to a suitable inner product. The corresponding generalized MacWilliams identities for weight enumerators are briefly discussed. Broad classes of linear maximum distance separable codes and linear optimum distributions are explicitely constructed in the paper by the Hermite interpolations over finite fields.

The eigenvalue spacing of a uniformly chosen random finite unipotent matrix in its permutation action on lines is studied. We obtain bounds for the mean number of eigenvalues lying in a fixed arc of the unit circle and offer an approach toward other asymptotics. For the case of all unipotent matrices, the proof gives a probabilistic interpretation to identities of Macdonald from symmetric function theory. For the case of upper triangular matrices over a finite field, connections between symmetric function theory and a probabilistic growth algorithm of Borodin emerge..

We study quadratic residue difference sets, GMW difference sets, and difference sets arising from monomial hyperovals, all of which are $(2^d-1, 2^{d-1}-1, 2^{d-2}-1)$ cyclic difference sets in the multiplicative group of the finite field $F_{2^d}$ of $2^d$ elements, with $d \geq 2$. We show that, except for a few cases with small $d$, these difference sets are all pairwise inequivalent. This is accomplished in part by examining their 2-ranks. The 2-ranks of all of these difference sets were previously known, except for those connected with the Segre and Glynn hyperovals. We determine the 2-ranks of the difference sets arising from the Segre and Glynn hyperovals, in the following way. Stickelberger's theorem for Gauss sums is used to reduce the computation of these 2-ranks to a problem of counting certain cyclic binary strings of length $d$. This counting problem is then solved combinatorially, with the aid of the transfer matrix method. We give further applications of the 2-rank formulas, including the determination of the nonzeros of certain binary cyclic codes, and a criterion in terms of the trace function to decide for which $β$ in $F_{2^d}^*$ the polynomial $x^6 + x + β$ has a zero in $F_{2^d}$, when $d$ is odd.
Spanning trees and a conjecture of Kontsevich

Kontsevich conjectured that the number f(G,q) of zeros over the finite field with q elements of a certain polynomial connected with the spanning trees of a graph G is polynomial function of q. We have been unable to settle Kontsevich's conjecture. However, we can evaluate f(G,q) explicitly for certain graphs G, such as the complete graph. We also point out the connection between Kontsevich's conjecture and such topics as the Matrix-Tree Theorem and orthogonal geometry.
