We consider the action of the $2$-dimensional projective special linear group $PSL(2,q)$ on the projective line $PG(1,q)$ over the finite field $\F_q$, where $q$ is an odd prime power. A subset $S$ of $PSL(2,q)$ is said to be an intersecting family if for any $g_1,g_2 \in S$, there exists an element $x\in PG(1,q)$ such that $x^{g_1}= x^{g_2}$. It is known that the maximum size of an intersecting family in $PSL(2,q)$ is $q(q-1)/2$. We prove that all intersecting families of maximum size are cosets of point stabilizers for all odd prime powers $q>3$.
New Bounds for Partial Spreads of $H(2d-1, q^2)$ and Partial Ovoids of the Ree-Tits Octagon

Two results are obtained that give upper bounds on partial spreads and partial ovoids respectively.
The first result is that the size of a partial spread of the Hermitian polar space $\mathsf{H}(3, q^2)$ is at most $\left(\frac{2p^3+p}{3} \right)^t+1$, where $q=p^t$, $p$ is a prime. For fixed $p$ this bound is in $o(q^3)$, which is asymptotically better than the previous best known bound of $(q^3+q+2)/2$. Similar bounds for partial spreads of $\mathsf{H}(2d-1, q^2)$, $d$ even, are given.
The second result is that the size of a partial ovoid of the Ree-Tits octagon $\mathsf{O}(2^t)$ is at most $26^t+1$. This bound, in particular, shows that the Ree-Tits octagon $\mathsf{O}(2^t)$ does not have an ovoid.

In this paper, we construct an infinite family of hemisystems of the Hermitian surface $\mathsf{H}(3,q^2)$. In particular, we show that for every odd prime power $q$ congruent to $3$ modulo $4$, there exists a hemisystem of $\mathsf{H}(3,q^2)$ admitting $C_{(q^3+1)/4} : C_3$.

The $n$-cube graph is the graph on the vertex set of $n$-tuples of $0$s and $1$s, with two vertices joined by an edge if and only if the $n$-tuples differ in exactly one component. We compute the Smith group of this graph, or, equivalently, the elementary divisors of an adjacency matrix of the graph.

We construct a family of $\frac{(q-1)}{2}$-ovoids of $Q(4,q)$, the parabolic quadric of $\textup{PG}(4,q)$, for $q\equiv 3\pmod 4$. The existence of $\frac{(q-1)}{2}$-ovoids of $Q(4,q)$ was only known for $q=3, 7,$ or $11$. Our construction provides the first infinite family of $\frac{(q-1)}{2}$-ovoids of $Q(4,q)$.Along the way, we also give a construction of $\frac{q+1}{2}$-ovoids in $Q(4,q)$ for $q\equiv 1\pmod 4$.

Gauss periods taking exactly two values are closely related to two-weight irreducible cyclic codes and strongly regular Cayley graphs. They have been extensively studied in the work of Schmidt and White and others. In this paper, we consider the question of when Gauss periods take exactly three rational values. We obtain numerical necessary conditions for Gauss periods to take exactly three rational values. We show that in certain cases, the necessary conditions obtained are also sufficient. We give numerous examples where the Gauss periods take exactly three vlaues. Furthermore, we discuss connections between three-valued Gauss periods and combinatorial structures such as circulant weighing matrices and 3-class association schemes.
Cameron-Liebler line classes with parameter $x=\frac{q^2-1}{2}$
In this paper, we give an algebraic construction of a new infinite family of Cameron-Liebler line classes with parameter $x=\frac{q^2-1}{2}$ for $q\equiv 5$ or $9\pmod{12}$, which generalizes the examples found by Rodgers in \cite{rodgers} through a computer search. Furthermore, in the case where $q$ is an even power of $3$, we construct the first infinite family of affine two-intersection sets in $\mathrm{AG}(2,q)$.

There is a Paley graph for each prime power $q$ such that $q\equiv 1\pmod 4$. The vertex set is the field $\mathbb Fq$ and two vertices $x$ and $y$ are joined by an edge if and only if $x-y$ is a nonzero square of $\mathbb Fq$. We compute the Smith normal forms of the adjacency matrix and Laplacian matrix of a Paley graph.

In this paper, we make some progress towards a well-known conjecture on the minimum weights of binary cyclic codes with two primitive nonzeros. We also determine the Walsh spectrum of $\Tr(x^d)$ over $\F_{2^{m}}$ in the case where $m=2t$, $d=3+2^{t+1}$ and $\gcd(d, 2^{m}-1)=1$.
Lifting Constructions of Strongly Regular Cayley Graphs

We give two "lifting" constructions of strongly regular Cayley graphs. In the first construction we "lift" a cyclotomic strongly regular graph by using a subdifference set of the Singer difference set. The second construction uses quadratic forms over finite fields and it is a common generalization of the construction of the affine polar graphs \cite{CK86} and a construction of strongly regular Cayley graphs given in \cite{FWXY}. The two constructions are related in the following way: The second construction can be viewed as a recursive construction, and the strongly regular Cayley graphs obtained from the first construction can serve as starters for the second construction. We also obtain association schemes from the second construction.

In this paper, we give a construction of strongly regular Cayley graphs and a construction of skew Hadamard difference sets. Both constructions are based on choosing cyclotomic classes in finite fields, and they generalize the constructions given by Feng and Xiang \cite{FX111,FX113}. Three infinite families of strongly regular graphs with new parameters are obtained. The main tools that we employed are index 2 Gauss sums, instead of cyclotomic numbers.

We revisit the old idea of constructing difference sets from cyclotomic classes. Two constructions of skew Hadamard difference sets are given in the additive groups of finite fields using unions of cyclotomic classes of order $N=2p_1^m$, where $p_1$ is a prime and $m$ a positive integer. Our main tools are index 2 Gauss sums, instead of cyclotomic numbers.

In \cite{D1}, Dickson listed all permutation polynomials up to degree 5 over an arbitrary finite field, and all permutation polynomials of degree 6 over finite fields of odd characteristic. The classification of degree 6 permutation polynomials over finite fields of characteristic 2 was left incomplete. In this paper we complete the classification of permutation polynomials of degree 6 over finite fields of characteristic 2. In addition, all permutation polynomials of degree 7 over finite fields of characteristic 2 are classified.
Partial difference sets from quadratic forms and $p$-ary weakly regular bent functions
We generalize the construction of affine polar graphs in two different ways to obtain new partial difference sets and amorphic association schemes. The first generalization uses a combination of quadratic forms and uniform cyclotomy. In the second generalization we replace the quadratic form in the affine polar graph construction by higher degree homogeneous functions that are $p$-ary weakly regular bent. The negative Latin square type partial difference sets arising from the first generalization are new.
Dimensions of Some Binary Codes Arising From A Conic in $PG(2,q)$
Let $\mathcal{O}$ be a conic in the classical projective plane $PG(2,q)$, where $q$ is an odd prime power. With respect to $\mathcal{O}$, the lines of $PG(2,q)$ are classified as passant, tangent, and secant lines, and the points of $PG(2,q)$ are classified as internal, absolute and external points. The incidence matrices between the secant/passant lines and the external/internal points were used in \cite{keith1} to produce several classes of structured low-density parity-check binary codes. In particular, the authors of \cite{keith1} gave conjectured dimension formula for the binary code $\mathcal{L}$ which arises as the $\Ff_2$-null space of the incidence matrix between the secant lines and the external points to $\mathcal{O}$. In this paper, we prove the conjecture on the dimension of $\mathcal{L}$ by using a combination of techniques from finite geometry and modular representation theory.
Exterior algebras and two conjectures on finite abelian groups

Let G be a finite abelian group with |G|>1. Let a_1,...,a_k be k distinct elements of G and let b_1,...,b_k be (not necessarily distinct) elements of G, where k is a positive integer smaller than the least prime divisor of |G|. We show that there is a permutation $π$ on {1,...,k} such that a_1b_{π(1)},...,a_kb_{π(k)} are distinct, provided that any other prime divisor of |G| (if there is any) is greater than k!. This in particular confirms the Dasgupta-Karolyi-Serra-Szegedy conjecture for abelian p-groups. We also pose a new conjecture involving determinants and characters, and show that its validity implies Snevily's conjecture for abelian groups of odd order. Our methods involve exterior algebras and characters.

We study ternary monomial functions of the form $f(x)=\Tr_n(ax^d)$, where $x\in \Ff_{3^n}$ and $\Tr_n: \Ff_{3^n}\to \Ff_3$ is the absolute trace function. Using a lemma of Hou \cite{hou}, Stickelberger's theorem on Gauss sums, and certain ternary weight inequalities, we show that certain ternary monomial functions arising from \cite{hk1} are weakly regular bent, settling a conjecture of Helleseth and Kholosha \cite{hk1}. We also prove that the Coulter-Matthews bent functions are weakly regular.
