The Alon-Boppana theorem confirms that for every $ε>0$ and every integer $d\ge3$, there are only finitely many $d$-regular graphs whose second largest eigenvalue is at most $2\sqrt{d-1}-ε$. Serre gave a strengthening showing that a positive proportion of eigenvalues of any $d$-regular graph must be bigger than $2\sqrt{d-1}-ε$. We provide a multipartite version of this result. Our proofs are elementary and work also in the case when graphs are not regular. In the simplest, monopartite case, our result extends the Alon-Boppana-Serre result to non-regular graphs of minimum degree $d$ and bounded maximum degree. The two-partite result shows that for every $ε>0$ and any positive integers $d_1,d_2,d$, every $n$-vertex graph of maximum degree at most $d$, whose vertex set is the union of (not necessarily disjoint) subsets $V_1,V_2$, such that every vertex in $V_i$ has at least $d_i$ neighbors in $V_{3-i}$ for $i=1,2$, has $Ω_ε(n)$ eigenvalues that are larger than $\sqrt{d_1-1}+\sqrt{d_2-1}-ε$. Finally, we strengthen the Alon-Boppana-Serre theorem by showing that the lower bound $2\sqrt{d-1}-ε$ can be replaced by $2\sqrt{d-1} + δ$ for some $δ>0$ if graphs have bounded "global girth". On the other side of the spectrum, if the odd girth is large, then we get an Alon-Boppana-Serre type theorem for the negative eigenvalues as well.
$SL_k$-Tiling of the Plane
We study properties of (bi-infinite) arrays having all adjacent $k\times k$ adjacent minors equal to one. If we further add the condition that all adjacent $(k-1)\times (k-1)$ minors be nonzero, then these arrays are necessarily of rank $k$. It follows that we can explicit construct all of them. Several nice properties are made apparent. In particular, we revisit, with this perspective, the notion of frieze patterns of Coxeter. This shed new light on their properties. A connexion is also established with the notion of $T$-systems of Statistical Physics.
Characterization of Balanced Coherent Configurations

Let $G$ be a group acting on a finite set $Ω$. Then $G$ acts on $Ω\times Ω$ by its entry-wise action and its orbits form the basis relations of a coherent configuration (or shortly scheme). Our concern is to consider what follows from the assumption that the number of orbits of $G$ on $Ω_i\times Ω_j$ is constant whenever $Ω_i$ and $Ω_j$ are orbits of $G$ on $Ω$. One can conclude from the assumption that the actions of $G$ on ${Ω_i}$'s have the same permutation character and are not necessarily equivalent. From this viewpoint one may ask how many inequivalent actions of a given group with the same permutation character there exist. In this article we will approach to this question by a purely combinatorial method in terms of schemes and investigate the following topics:
(i) balanced schemes and their central primitive idempotents, (ii) characterization of reduced balanced schemes.
On the restricted matching of graphs in surfaces

A connected graph $G$ with at least $2m+2n+2$ vertices is said to have property $E(m,n)$ if, for any two disjoint matchings $M$ and $N$ of size $m$ and $n$ respectively, $G$ has a perfect matching $F$ such that $M\subseteq F$ and $N\cap F=\varnothing$. In particular, a graph with $E(m,0)$ is $m$-extendable. Let $μ(Σ)$ be the smallest integer $k$ such that no graphs embedded on a surface $Σ$ are $k$-extendable. Aldred and Plummer have proved that no graphs embedded on the surfaces $Σ$ such as the sphere, the projective plane, the torus, and the Klein bottle are
$E(μ(Σ)-1,1)$. In this paper, we show that this result always holds for any surface. Furthermore, we obtain that if a graph $G$ embedded on a surface has sufficiently many vertices, then $G$ has no property $E(k-1,1)$ for each integer $k\geq 4$, which implies that $G$ is not $k$-extendable. In the case of $k=4$, we get immediately a main result that Aldred et al. recently obtained.
On restricted unitary Cayley graphs and symplectic transformations modulo n

We present some observations on a restricted variant of unitary Cayley graphs modulo n, and the implications for a decomposition of elements of symplectic operators over the integers modulo n. We define quadratic unitary Cayley graphs G_n, whose vertex set is the ring Z_n, and where residues a, b modulo n are adjacent if and only if their difference is a quadratic residue. By bounding the diameter of such graphs, we show an upper bound on the number of elementary operations (symplectic scalar multiplications, symplectic row swaps, and row additions or subtractions) required to decompose a symplectic matrix over Z_n. We also characterize the conditions on n for G_n to be a perfect graph.

We study the PBW filtration on the highest weight representations $V(\la)$ of $\msl_{n+1}$. This filtration is induced by the standard degree filtration on $U(\n^-)$. We give a description of the associated graded $S(\n^-)$-module $gr V(\la)$ in terms of generators and relations. We also construct a basis of $gr V(\la)$. As an application we derive a graded combinatorial character formula for $V(\la)$, and we obtain a new class of bases of the modules $V(\la)$ conjectured by Vinberg in 2005.
Polar Codes for the m-User MAC

In this paper, polar codes for the $m$-user multiple access channel (MAC) with binary inputs are constructed. It is shown that Arıkan's polarization technique applied individually to each user transforms independent uses of a $m$-user binary input MAC into successive uses of extremal MACs. This transformation has a number of desirable properties: (i) the `uniform sum rate' of the original MAC is preserved, (ii) the extremal MACs have uniform rate regions that are not only polymatroids but matroids and thus (iii) their uniform sum rate can be reached by each user transmitting either uncoded or fixed bits; in this sense they are easy to communicate over. A polar code can then be constructed with an encoding and decoding complexity of $O(n \log n)$ (where $n$ is the block length), a block error probability of $o(\exp(- n^{1/2 - \e}))$, and capable of achieving the uniform sum rate of any binary input MAC with arbitrary many users. An application of this polar code construction to communicating on the AWGN channel is also discussed.
Ring of Polytopes, Quasi-symmetric functions and Fibonacci numbers
In this paper we study the ring $\mathcal{P}$ of combinatorial convex polytopes. We introduce the algebra of operators $\mathcal{D}$ generated by the operators $d_k$ that send an $n$-dimensional polytope $P^n$ to the sum of all its $(n-k)$-dimensional faces. It turns out that $\mathcal{D}$ is isomorphic to the universal Leibnitz-Hopf algebra with the antipode $χ(d_k)=(-1)^kd_k$. Using the operators $d_k$ we build the generalized $f$-polynomial, which is a ring homomorphism from $\mathcal{P}$ to the ring $\Qsym[t_1,t_2,...][α]$ of quasi-symmetric functions with coefficients in $\mathbb Z[α]$. The images of two polytopes coincide if and only if their flag $f$-vectors are equal. We describe the image of this homomorphism over the integers and prove that over the rationals it is a free polynomial algebra with dimension of the $n$-th graded component equal to the $n$-th Fibonacci number. This gives a representation of the Fibonacci series as an infinite product. The homomorphism is an isomorphism on the graded group $BB$ generated by the polytopes introduced by Bayer and Billera to find the linear span of flag $f$-vectors of convex polytopes. This gives the group $BB$ a structure of the ring isomorphic to $f(\mathcal{P})$. We show that the ring of polytopes has a natural Hopf comodule structure over the Rota-Hopf algebra of posets. As a corollary we build a ring homomorphism $l_α\colon\mathcal{P}\to\mathcal{R}[α]$ such that $F(l_α(P))=f(P)^*$, where $F$ is the Ehrenborg quasi-symmetric function.
On Sofic Actions and Equivalence Relations
The notion of sofic equivalence relation was introduced by Gabor Elek and Gabor Lippner. Their technics employ some graph theory. Here we define this notion in a more operator algebraic context, starting from Connes' embedding problem, and prove the equivalence of this two definitions. We introduce a notion of sofic action for an arbitrary group and prove that amalgamated product of sofic actions over amenable groups is again sofic. We also prove that amalgamated product of sofic groups over an amenable subgroup is again sofic.
Fastest Distributed Consensus on Path Network
Providing an analytical solution for the problem of finding Fastest Distributed Consensus (FDC) is one of the challenging problems in the field of sensor networks. Most of the methods proposed so far deal with the FDC averaging algorithm problem by numerical convex optimization methods and in general no closed-form solution for finding FDC has been offered up to now except in [3] where the conjectured answer for path has been proved. Here in this work we present an analytical solution for the problem of Fastest Distributed Consensus for the Path network using semidefinite programming particularly solving the slackness conditions, where the optimal weights are obtained by inductive comparing of the characteristic polynomials initiated by slackness conditions.

A simplicial polytope is combinatorially rigid if its combinatorial structure is determined by its graded Betti numbers which are important invariant coming from combinatorial commutative algebra. We find a necessary condition to be combinatorially rigid for 3-dimensional reducible simplicial polytopes and provide some rigid reducible simplicial polytopes.

Density Hales-Jewett and Moser numbers

For any $n \geq 0$ and $k \geq 1$, the \emph{density Hales-Jewett number} $c_{n,k}$ is defined as the size of the largest subset of the cube $[k]^n$ := $\{1,...,k\}^n$ which contains no combinatorial line; similarly, the Moser number $c'_{n,k}$ is the largest subset of the cube $[k]^n$ which contains no geometric line. A deep theorem of Furstenberg and Katznelson shows that $c_{n,k}$ = $o(k^n)$ as $n \to \infty$ (which implies a similar claim for $c'_{n,k}$); this is already non-trivial for $k = 3$. Several new proofs of this result have also been recently established.
Using both human and computer-assisted arguments, we compute several values of $c_{n,k}$ and $c'_{n,k}$ for small $n,k$. For instance the sequence $c_{n,3}$ for $n=0,...,6$ is $1,2,6,18,52,150,450$, while the sequence $c'_{n,3}$ for $n=0,...,6$ is $1,2,6,16,43,124,353$. We also prove some results for higher $k$, showing for instance that an analogue of the LYM inequality (which relates to the $k = 2$ case) does not hold for higher $k$, and also establishing the asymptotic lower bound $c_{n,k} \geq k^n \exp(- O(\sqrt[\ell]{\log n}))$ where $\ell$ is the largest integer such that $2k > 2^\ell$.

The absolute order on the hyperoctahedral group $B_n$ is investigated. It is proved that the order ideal of this poset generated by the Coxeter elements is homotopy Cohen-Macaulay and the Möbius number of this ideal is computed. Moreover, it is shown that every closed interval in the absolute order on $B_n$ is shellable and an example of a non-Cohen-Macaulay interval in the absolute order on $D_4$ is given. Finally, the closed intervals in the absolute order on $B_n$ and $D_n$ which are lattices are characterized and some of their important enumerative invariants are computed.

We consider the coincidence problem for the square lattice that is translated by an arbitrary vector. General results are obtained about the set of coincidence isometries and the coincidence site lattices of a shifted square lattice by identifying the square lattice with the ring of Gaussian integers. To illustrate them, we calculate the set of coincidence isometries, as well as generating functions for the number of coincidence site lattices and coincidence isometries, for specific examples.

If $G$ is the symmetry group of an uncolored pattern then a coloring of the pattern is semiperfect if the associated color group $H$ is a subgroup of $G$ of index 2. We give results on how to identify and enumerate all inequivalent semiperfect colorings of certain patterns. This is achieved by treating a coloring as a partition $\{hJ_iY_i:i\in I,h\in H\}$ of $G$, where $H$ is a subgroup of index 2 in $G$, $J_i\leq H$ for $i\in I$, and $Y=\cup_{i\in I}{Y_i}$ is a complete set of right coset representatives of $H$ in $G$. We also give a one-to-one correspondence between inequivalent semiperfect colorings whose associated color groups are conjugate subgroups with respect to the normalizer of $G$ in the group of isometries of $\mathbf{R}^n$.
On a $K_4$-UH self-dual 1-configuration $(102_4)_1$
Self-dual 1-configurations $(n_d)_1$ possess their Menger graph $\mathcal Y$ most $K_4$-separated among connected self-dual configurations $(n_d)$. Such $\mathcal Y$ is most symmetric if $K_d$-ultrahomogeneous. In this work, such a $\mathcal Y$ is presented for $(n,d)=(102,4)$ and shown to relate $n$ copies of the cuboctahedral graph $L(Q_3)$ to the $n$ copies of $K_d$; these are shown to share each copy of $K_3$ exactly with two copies of $L(Q_3)$.

We tropicalize the rational map that takes triples of points in the projective plane to the plane of quadrics passing through these points. The image of its tropicalization is contained in the tropicalization of its image. We identify these objects inside the tropical Grassmannian of planes in projective 5-space, and we explore a small tropical Hilbert scheme.

Blocking Coloured Point Sets

This paper studies problems related to visibility among points in the plane. A point $x$ \emph{blocks} two points $v$ and $w$ if $x$ is in the interior of the line segment $\bar{vw}$. A set of points $P$ is \emph{$k$-blocked} if each point in $P$ is assigned one of $k$ colours, such that distinct points $v,w\in P$ are assigned the same colour if and only if some other point in $P$ blocks $v$ and $w$. The focus of this paper is the conjecture that each $k$-blocked set has bounded size (as a function of $k$). Results in the literature imply that every 2-blocked set has at most 3 points, and every 3-blocked set has at most 6 points. We prove that every 4-blocked set has at most 12 points, and that this bound is tight. In fact, we characterise all sets $\{n_1,n_2,n_3,n_4\}$ such that some 4-blocked set has exactly $n_i$ points in the $i$-th colour class. Amongst other results, for infinitely many values of $k$, we construct $k$-blocked sets with $k^{1.79...}$ points.
