Complete arcs and complete caps from cubics with an isolated double point
Small complete arcs and caps in Galois spaces over finite fields $\fq$ with characteristic greater than 3 are constructed from cubic curves with an isolated double point. For $m$ a divisor of $q+1$, complete plane arcs of size approximately $q/m$ are obtained, provided that $(m,6)=1$ and $m<\{1}{4}q^{1/4}$. If in addition $m=m_1m_2$ with $(m_1,m_2)=1$, then complete caps of size approximately $\{m_1+m_2}{m}q^{N/2}$ in affine spaces of dimension $N\equiv 0 \pmod 4$ are constructed.
Nonsymmetric primitive translation schemes on prime power number of vertices

It is well-known that translation schemes on prime number of vertices are exactly the cyclotomic schemes. In this current paper, we show that there are no nonsymmetric primitive translation schemes on prime square vertices with at most four classes. On the other hand, we find new non-symmetric four- and five-class association schemes from cyclotomy as fission schemes of certain symmetric three-class schemes. Moreover, we provide an affirmative answer to the following question raised by Song \cite{song_2}: Are there any other two-class primitive schemes that admit symmetrizable fission schemes besides the cyclotomic scheme of index 2 for $q \equiv5 \pmod{8}$? To be more specific, we show that a certain two-class primitive scheme in the finite field $\F_{37^3}$ constructed by Feng and Xiang in \cite{fx} admits a four-class fission scheme. This fission scheme is realized as a fusion scheme of the cyclotomic scheme of index 28.
The compositional inverse of a class of linearized permutation polynomials over $\mathbb{F}_{2^n}$, $n$ odd

In this paper, the compositional inverses of a class of linearized permutation polynomials of the form $P(x)=x+x^2+\tr(\frac{x}{a})$ over the finite field $\mathbb{F}_{2^n}$ for an odd positive integer $n$ are explicitly determined.
Large Sets of $t$-Designs over Finite Fields

A $t\text{-}(n,k,λ;q)$-design is a set of $k$-subspaces, called blocks, of an $n$-dimensional vector space $V$ over the finite field with $q$ elements such that each $t$-subspace is contained in exactly $λ$ blocks. A partition of the complete set of $k$-subspaces of $V$ into disjoint $t\text{-}(n,k,λ;q)$ designs is called a large set of $t$-designs over finite fields. In this paper we give the first nontrivial construction of such a large set with $t\ge2$.
Squares and difference sets in finite fields

For infinitely many primes $p=4k+1$ we give a slightly improved upper bound for the maximal cardinality of a set $B\subset \ZZ_p$ such that the difference set $B-B$ contains only quadratic residues. Namely, instead of the "trivial" bound $|B|\leq \sqrt{p}$ we prove $|B|\leq \sqrt{p}-1$, under suitable conditions on $p$. The new bound is valid for approximately three quarters of the primes $p=4k+1$.
Representation of matroids with a modular plane
We prove that if M is a vertically 4-connected matroid with a modular flat X of rank at least three, then every representation of M | X over a finite field F extends to a unique F-representation of M. A corollary is that when F has order q, any vertically 4-connected matroid with a PG(2, F)-restriction is either F-representable or has a U_{2, q^2+1}-minor. We also show that no excluded minor for the class of F-representable matroids has a PG(2, F)-restriction.
Intertwining connectivities in representable matroids

Let $M$ be a representable matroid, and $Q, R, S, T$ subsets of the ground set. We prove that, if $M$ is sufficiently large, then there is an element $e$ such that deleting or contracting $e$ preserves both the $Q$-$R$ and the $S$-$T$ connectivities. For matroids representable over a finite field we prove a stronger result: we show that we can remove $e$ such that both a connectivity and a minor of $M$ are preserved.
A cross-intersection theorem for vector spaces based on semidefinite programming

Let $\mathscr{F}$ and $\mathscr{G}$ be families of $k$- and $\ell$-dimensional subspaces, respectively, of a given $n$-dimensional vector space over a finite field $\mathbb{F}_q$. Suppose that $x \cap y \ne 0$ for all $x \in \mathscr{F}$ and $y \in \mathscr{G}$. By explicitly constructing optimal feasible solutions to a semidefinite programming problem which is akin to Lovász's theta function, we show that $|\mathscr{F}| |\mathscr{G}| \leq {n-1 \brack k-1} {n-1 \brack \ell-1}$, provided that $n \geq 2k$ and $n \geq 2\ell$. The characterization of the extremal families is also established.
Closed expressions for averages of set partition statistics

In studying the enumerative theory of super characters' of the group of upper triangular matrices over a finite field we found that the moments (mean, variance and higher moments) of novel statistics on set partitions have simple closed expressions as linear combinations of shifted bell numbers. It is shown here that families of other statistics have similar moments. The coefficients in the linear combinations are polynomials in $n$. This allows exact enumeration of the moments for small $n$ to determine exact formulae for all $n$.
Patterns In The Coefficients Of Powers Of Polynomials Over A Finite Field
We examine the behavior of the coefficients of powers of polynomials over a finite field of prime order. Extending the work of Allouche-Berthe, 1997, we study a(n), the number of occurring strings of length n among coefficients of any power of a polynomial f reduced modulo a prime p. The sequence of line complexity a(n) is p-regular in the sense of Allouche-Shalit. For f=1+x and general p, we derive a recursion relation for a(n) then find a new formula for the generating function for a(n). We use the generating function to compute the asymptotics of a(n)/n^2 as n approaches infinity, which is an explicitly computable piecewise quadratic in x with n= [p^m/x] and x is a real number between 1/p and 1. Analyzing other cases, we form a conjecture about the generating function for general a(n). We examine the matrix B associated with f and p used to compute the count of a coefficient, which applies to the theory of linear cellular automata and fractals. For p=2 and polynomials of small degree we compute the largest positive eigenvalue, λ, of B, related to the fractal dimension d of the corresponding fractal by d= \log_2(λ). We find proofs and make a number of conjectures for some bounds on λ, and upper bounds on its degree.
Amenability and Unique Ergodicity of Automorphism Groups of Fraïssé Structures

In this paper we provide a necessary and sufficient condition for the amenability of the automorphism group of Fraïssé structures and apply it to prove the non-amenability of the automorphism groups of the directed graph $\mathbf{S}(3)$ and the Boron tree structure $\mathbf{T}$. Also, we provide a negative answer to the Unique Ergodicity-Generic Point problem of Angel-Kechris-Lyons [AKL]. By considering $\mathrm{GL}(\mathbf{V}_\infty)$, where $\mathbf{V}_\infty$ is the countably infinite dimensional vector space over a finite field $F_q$, we show that the unique invariant measure on the universal minimal flow of $\mathrm{GL}(\mathbf{V}_\infty)$ is not supported on the generic orbit.
Harmonic analysis and a bentness-like notion in certain finite Abelian groups over some finite fields
It is well-known that degree two finite field extensions can be equipped with a Hermitian-like structure similar to the extension of the complex field over the reals. In this contribution, using this structure, we develop a modular character theory and the appropriate Fourier transform for some particular kind of finite Abelian groups. Moreover we introduce the notion of bent functions for finite field valued functions rather than usual complex-valued functions, and we study several of their properties. In particular we prove that this bentness notion is a consequence of that of Logachev, Salnikov and Yashchenko, introduced in "Bent functions on a finite Abelian group" (1997). In addition this new bentness notion is also generalized to a vectorial setting.
Divisible designs from twisted dual numbers

The generalized chain geometry over the local ring $K(ε;σ)$ of twisted dual numbers, where $K$ is a finite field, is interpreted as a divisible design obtained from an imprimitive group action. Its combinatorial properties as well as a geometric model in 4-space are investigated.
Existence of $q$-Analogs of Steiner Systems

Let $\F_q^n$ be a vector space of dimension $n$ over the finite field $\F_q$. A $q$-analog of a Steiner system (briefly, a $q$-Steiner system), denoted $S_q[t,k,n]$, is a set $S$ of $k$-dimensional subspaces of $\F_q^n$ such that each $t$-dimensional subspace of $\F_q^n$ is contained in exactly one element of $S$. Presently, $q$-Steiner systems are known only for $t=1$, and in the trivial cases $t = k$ and $k = n$. Invthis paper, the first nontrivial $q$-Steiner systems with $t >= 2$ are constructed. Specifically, several nonisomorphic $q$-Steiner systems $S_2[2,3,13]$ are found by requiring that their automorphism groups contain the normalizer of a Singer subgroup of $\GL(13,2)$. This approach leads to an instance of the exact cover problem, which turns out to have many solutions.
Finding Primitive Elements in Finite Fields of Small Characteristic

We describe a deterministic algorithm for finding a generating element of the multiplicative group of the finite field $\mathbb{F}_{p^n}$ where $p$ is a prime. In time polynomial in $p$ and $n$, the algorithm either outputs an element that is provably a generator or declares that it has failed in finding one. The algorithm relies on a relation generation technique in Joux's heuristically $L(1/4)$-method for discrete logarithm computation. Based on a heuristic assumption, the algorithm does succeed in finding a generator. For the special case when the order of $p$ in $(\mathbb{Z}/n\mathbb{Z})^\times$ is small (that is $(\log_p(n))^{\mathcal{O}(1)}$), we present a modification with greater guarantee of success while making weaker heuristic assumptions.
Counting The Generator Matrices of $\mathbb{Z}_{2}\mathbb{Z}_{8}$-Codes
In this paper, we count the number of matrices whose rows generate different $\mathbb{Z}_2\mathbb{Z}_8$ additive codes. This is a natural generalization of the well known Gaussian numbers that count the number of matrices whose rows generate vector spaces with particular dimension over finite fields. Due to this similarity we name this numbers as Mixed Generalized Gaussian Numbers (MGN). The MGN formula by specialization leads to the well known formula for the number of binary codes and the number of codes over $\mathbb{Z}_8,$ and for additive $\mathbb{Z}_2\mathbb{Z}_4$ codes. Also, we conclude by some properties and examples of the MGN numbers that provide a good source for new number sequences that are not listed in The On-Line Encyclopedia of Integer Sequences.
Derangements in Subspace Actions of Finite Classical Groups

This is the third in a series of papers in which we prove a conjecture of Boston and Shalev that the proportion of derangements (fixed point free elements) is bounded away from zero for transitive actions of finite simple groups on a set of size greater than one. This paper treats the case of primitive subspace actions. It is also shown that if the dimension and codimension of the subspace go to infinity, then the proportion of derangements goes to one. Similar results are proved for elements in finite classical groups in cosets of the simple group. The results in this paper have applications to probabilistic generation of finite simple groups and maps between varieties over finite fields.
Partial isomorphisms over finite fields
In this paper, we construct a combinatorial algebra of partial isomorphisms that gives rise to a "projective limit" of the centers of the group algebras C[GL(n,Fq)]. It allows us to prove a GL(n,Fq)-analogue of an old theorem of Farahat and Higman regarding products of conjugacy classes of permutations.
Algebraic Cayley Graphs over Finite Fields

A new algebraic Cayley graph is constructed using finite fields. Its connectedness and diameter bound are studied via Weil's estimate for character sums. These graphs provide a new source of expander graphs, extending classical results of Chung.
