Szemerédi--Trotter-type theorems in dimension 3
We estimate the number of incidences in a configuration of $m$ lines and $n$ points in dimension 3. The main term is $mn^{1/3}$ if we work over the real or complex numbers but $mn^{2/5}$ over finite fields. Both of these are optimal, aside from a multiplicative constant that is at most 5.

Let $V$ be an $n$-dimensional vector space over a finite field $\mathbb{F}_q$. Define a real-valued weight function on the $1$-dimensional vector spaces of $V$ such that the sum of all weights is zero. Let the weight of a subspace $S$ be the sum of the weights of the $1$-dimensional subspaces contained in $S$. In 1988 Manickam and Singhi conjectured that if $n \geq 4k$, then the number of $k$-dimensional subspaces with nonnegative weight is at least the number of $k$-dimensional subspaces on a fixed $1$-dimensional subspace.
Recently, Chowdhury, Huang, Sarkis, Shahriari, and Sudakov proved the conjecture of Manickam and Singhi for $n \geq 3k$. We modify the technique used by Chowdhury et al. to prove the conjecture for $n \geq 2k$ if $q$ is large. Furthermore, if equality holds and $n \geq 2k+1$, then the set of $k$-dimensional subspaces with nonnegative weight is the set of all $k$-dimensional subspaces on a fixed $1$-dimensional subspace.

A maximal minor $M$ of the Laplacian of an $n$-vertex Eulerian digraph $Γ$ gives rise to a finite group $\mathbb{Z}^{n-1}/\mathbb{Z}^{n-1}M$ known as the sandpile (or critical) group $S(Γ)$ of $Γ$. We determine $S(Γ)$ of the generalized de Bruijn graphs $Γ=\mathrm{DB}(n,d)$ with vertices $0,\dots,n-1$ and arcs $(i,di+k)$ for $0\leq i\leq n-1$ and $0\leq k\leq d-1$, and closely related generalized Kautz graphs, extending and completing earlier results for the classical de Bruijn and Kautz graphs.
Moreover, for a prime $p$ and an $n$-cycle permutation matrix $X\in\mathrm{GL}_n(p)$ we show that $S(\mathrm{DB}(n,p))$ is isomorphic to the quotient by $\langle X\rangle$ of the centralizer of $X$ in $\mathrm{PGL}_n(p)$. This offers an explanation for the coincidence of numerical data in sequences A027362 and A003473 of the OEIS, and allows one to speculate upon a possibility to construct normal bases in the finite field $\mathbb{F}_{p^n}$ from spanning trees in $\mathrm{DB}(n,p)$.

Let $\mathcal{C} = (C_1, C_2, \ldots)$ be a sequence of codes such that each $C_i$ is a linear $[n_i,k_i,d_i]$-code over some fixed finite field $\mathbb{F}$, where $n_i$ is the length of the codewords, $k_i$ is the dimension, and $d_i$ is the minimum distance. We say that $\mathcal{C}$ is asymptotically good if, for some $\varepsilon > 0$ and for all $i$, $n_i \geq i$, $k_i/n_i \geq \varepsilon$, and $d_i/n_i \geq \varepsilon$. Sequences of asymptotically good codes exist. We prove that if $\mathcal{C}$ is a class of GF$(p^n)$-linear codes (where $p$ is prime and $n \geq 1$), closed under puncturing and shortening, and if $\mathcal{C}$ contains an asymptotically good sequence, then $\mathcal{C}$ must contain all GF$(p)$-linear codes. Our proof relies on a powerful new result from matroid structure theory.
Warning's Second Theorem with Resricted Variables

We present a restricted variable generalization of Warning's Second Theorem (a result giving a lower bound on the number of solutions of a low degree polynomial system over a finite field, assuming one solution exists). This is analogous to Brink's restricted variable generalization of Chevalley's Theorem (a result giving conditions for a low degree polynomial system not to have exactly one solution). Just as Warning's Second Theorem implies Chevalley's Theorem, our result implies Brink's Theorem. We include several combinatorial applications, enough to show that we have a general tool for obtaining quantitative refinements of combinatorial existence theorems.

Let $q$ be a prime power. We determine all permutation trinomials of $\Bbb F_{q^2}$ of the form $ax+bx^q+x^{2q-1}\in\Bbb F_{q^2}[x]$. The subclass of such permutation trinomials of $\Bbb F_{q^2}$ with $a,b\in\Bbb F_q$ was determined in a recent paper by the author.
Intersecting families of extended balls in the Hamming spaces
A family $\mathcal{F}$ of subsets of a set $X$ is $t$-intersecting if $\vert A_i \cap A_j \vert \geq t$ for every $A_i, \; A_j \in \mathcal{F}$. We study intersecting families in the Hamming geometry. Given $X=\mathbb{F}_q^3$ a vector space over the finite field $\mathbb{F}_q$, consider a family where each $A_i$ is an extended ball, that is, $A_i$ is the union of all balls centered in the scalar multiples of a vector. The geometric behavior of extended balls is discussed. As the main result, we investigate a ``large" arrangement of vectors whose extended balls are ``highly intersecting". Consider the following covering problem: a subset $\mathcal{H}$ of $\mathbb{F}_q^3$ is a short covering if the union of the all extended balls centered in the elements of $\mathcal{H}$ is the whole space. As an application of this work, minimal cardinality of a short covering is improved for some instances of $q$.

For a set $E\subset \mathbb F_q^d$, we define the $k$-resultant magnitude set as $ Δ_k(E) =\{\|\textbf{x}_1 + \dots + \textbf{x}_k\|\in \mathbb F_q: \textbf{x}_1, \dots, \textbf{x}_k \in E\},$ where $\|\textbf{v}\|=v_1^2+\cdots+ v_d^2$ for $\textbf{v}=(v_1, \ldots, v_d) \in \mathbb F_q^d.$ In this paper we find a connection between a lower bound of the cardinality of the $k$-resultant magnitude set and the restriction theorem for spheres in finite fields. As a consequence, it is shown that if $E\subset \mathbb F_q^d$ with $|E|\geq C q^{\frac{d+1}{2}-\frac{1}{6d+2}},$ then $|Δ_3(E)|\geq c q$ for $d = 4$ or $d = 6$, and $|Δ_4(E)| \geq cq$ for even dimensions $d \geq 8.$ In addition, we prove that if $d\geq 8$ is even, and $|E|\geq C_\varepsilon ~q^{\frac{d+1}{2} - \frac{1}{9d -18} + \varepsilon}$ for $\varepsilon >0$, then $|Δ_3(E)|\geq c q.$
Exceptional planar polynomials

Planar functions are special functions from a finite field to itself that give rise to finite projective planes and other combinatorial objects. We consider polynomials over a finite field $K$ that induce planar functions on infinitely many extensions of $K$; we call such polynomials exceptional planar. Exceptional planar monomials have been recently classified. In this paper we establish a partial classification of exceptional planar polynomials. This includes results for the classical planar functions on finite fields of odd characteristic and for the recently proposed planar functions on finite fields of characteristic two.

We say that a set $S$ is additively decomposed into two sets $A$ and $B$ if $S = \{a+b : a\in A, \ b \in B\}$. A. Sárközy has recently conjectured that the set $Q$ of quadratic residues modulo a prime $p$ does not have nontrivial decompositions. Although various partial results towards this conjecture have been obtained, it is still open. Here we obtain a nontrivial upper bound on the number of such decompositions.

Let Q_0 be the classical generalized quadrangle of order q = 2n arising from a non-degenerate quadratic form in a 5-dimensional vector space defined over a finite field of order q. We consider the rank two geometry X having as points all the elliptic ovoids of Q_0 and as lines the maximal pencils of elliptic ovoids of Q_0 pairwise tangent at the same point. We first prove that X is isomorphic to a 2-fold quotient of the affine generalized quadrangle Q \setminus Q_0 where Q is the classical (q; q^2)-generalized quadrangle admitting Q_0 as a hyperplane. Then, we investigate the collinearity graph Γof X: In particular, we obtain a classification of the cliques of Γproving that they arise either from lines of Q or subgeometries of Q defined over F_2

The order complex of inclusion poset $PF_n$ of Borel orbit closures in skew-symmetric matrices is investigated. It is shown that $PF_n$ is an EL-shellable poset, and furthermore, its order complex triangulates a ball. The rank-generating function of $PF_n$ is computed and the resulting polynomial is contrasted with the Hasse-Weil zeta function of the variety of skew-symmetric matrices over finite fields.
On the Spectrum of Wenger Graphs
Let $q=p^e$, where $p$ is a prime and $e\geq 1$ is an integer. For $m\geq 1$, let $P$ and $L$ be two copies of the $(m+1)$-dimensional vector spaces over the finite field $\mathbb{F}_q$. Consider the bipartite graph $W_m(q)$ with partite sets $P$ and $L$ defined as follows: a point $(p)=(p_1,p_2,\ldots,p_{m+1})\in P$ is adjacent to a line $[l]=[l_1,l_2,\ldots,l_{m+1}]\in L$ if and only if the following $m$ equalities hold: $l_{i+1} + p_{i+1}=l_{i}p_1$ for $i=1,\ldots, m$. We call the graphs $W_m(q)$ Wenger graphs. In this paper, we determine all distinct eigenvalues of the adjacency matrix of $W_m(q)$ and their multiplicities. We also survey results on Wenger graphs.

Hilbert Functions and the Finite Degree Zariski Closure in Finite Field Combinatorial Geometry

The polynomial method has been used recently to obtain many striking results in combinatorial geometry. In this paper, we use affine Hilbert functions to obtain an estimation theorem in finite field geometry. The most natural way to state the theorem is via a sort of bounded degree Zariski closure operation: given a set, we consider all polynomials of some bounded degree vanishing on that set, and then the common zeros of these polynomials. For example, the degree d closure of d + 1 points on a line will contain the whole line, as any polynomial of degree at most d vanishing on the d + 1 points must vanish on the line. Our result is a bound on the size of a finite degree closure of a given set. Finally, we adapt our use of Hilbert functions to the method of multiplicities.
Law of Large Numbers for Infinite Random Matrices over a Finite Field

Asymptotic representation theory of general linear groups GL(n,q) over a finite field leads to studying probability measures ρon the group U of all infinite uni-uppertriangular matrices over F_q, with the condition that ρis invariant under conjugations by arbitrary infinite matrices. Such probability measures form an infinite-dimensional simplex, and the description of its extreme points (in other words, ergodic measures ρ) was conjectured by Kerov in connection with nonnegative specializations of Hall-Littlewood symmetric functions.
Vershik and Kerov also conjectured the following Law of Large Numbers. Consider an n by n diagonal submatrix of the infinite random matrix drawn from an ergodic measure coming from the Kerov's conjectural classification. The sizes of Jordan blocks of the submatrix can be interpreted as a (random) partition of n, or, equivalently, as a (random) Young diagram λ(n) with n boxes. Then, as n goes to infinity, the rows and columns of λ(n) have almost sure limiting frequencies corresponding to parameters of this ergodic measure.
Our main result is the proof of this Law of Large Numbers. We achieve it by analyzing a new randomized Robinson-Schensted-Knuth (RSK) insertion algorithm which samples random Young diagrams λ(n) coming from ergodic measures. The probability weights of these Young diagrams are expressed in terms of Hall-Littlewood symmetric functions. Our insertion algorithm is a modified and extended version of a recent construction by Borodin and the second author (arXiv:1305.5501). On the other hand, our randomized RSK insertion generalizes a version of the RSK insertion introduced by Vershik and Kerov (1986) in connection with asymptotic representation theory of symmetric groups (which is governed by nonnegative specializations of Schur symmetric functions).

In the finite field setting, we show that the restriction conjecture associated to any one of a large family of $d=2n+1$ dimensional quadratic surfaces implies the $n+1$ dimensional Kakeya conjecture (Dvir's theorem). This includes the case of the paraboloid over finite fields in which $-1$ \emph{is} a square. We are able to partially reverse this implication using the sharp Kakeya maximal operator estimates of Ellenberg, Oberlin and Tao to establish the first finite field restriction estimates beyond the Stein-Tomas exponent in this setting.
The Geometry of Homogeneous Two-Weight Codes
The results of [1,2] on linear homogeneous two-weight codes over finite Frobenius rings are exended in two ways: It is shown that certain non-projective two-weight codes give rise to strongly regular graphs in the way described in [1,2]. Secondly, these codes are used to define a dual two-weight code and strongly regular graph similar to the classical case of projective linear two-weight codes over finite fields [3].

In this paper we study the cardinality of the dot product set generated by two subsets of vector spaces over finite fields. We notice that the results on the dot product problems for one set can be simply extended to two sets. Let E and F be subsets of the d-dimensional vector space F_q^d over a finite field F_q with q elements. As a new result, we prove that if E and F are subsets of the paraboloid and |E||F|\geq C q^d for some large C>1, then |Π(E,F)|\geq c q for some 0<c<1. In particular, we find a connection between the size of the dot product set and the number of lines through both the origin and a nonzero point in the given set E. As an application of this observation, we obtain more sharpened results on the generalized dot product set problems. The discrete Fourier analysis and geometrical observation play a crucial role in proving our results.
